National PPP Center supports launch of new projects in Primorye


The National PPP Center will evaluate and help projects on PPP basis in Primorye. The National Center for Public-Private Partnership, the Government of the Primorsky Region and the Primorye Investment Promotion Agency of the Primorsky Region signed an agreement on cooperation during the Russian PPP Week

The VII Infrastructure Congress "Russian PPP Week" is being held in Moscow from 28 September to 1 October. This is the largest event in Russia and the CIS, dedicated to attracting investments for development of infrastructure and projects on PPP basis.

During the congress, Vera Shcherbina, the Chairman of the Primorye Government, and Pavel Seleznev, the General Director of the National Center for Public-Private Partnership, signed a cooperation agreement.

“It is important to launch a new investment cycle and improve the business climate in Primorye. For this, it is necessary to create a high-quality social and transport infrastructure and involve business. And, of course, cooperation with the National PPP Center will help us attract investors and other partners to launch new projects in the region,” said Vera Shcherbina.

Another agreement was signed between the PPP Center and the Primorye Investment Promotion Agency. The signed documents are aimed to improve PPP and attract investments to the region's economy. In particular, to form an effective regulatory in PPP, introduce a system of incentives and support for private investors, upgrade joint development of projects and initiatives, using "ROSINFRA", the platform for infrastructure projects support.

According to Igor Trofimov, director of the Primorye Investment Promotion Agency, already now, together with the PPP Center, they train state and municipal employees – they consider of opportunities that will attract private investors to projects to develop a fiber-optic communication network, reconstruct water supply facilities, wastewater disposal, heat supply and other areas in the region.

Note that 11 concession agreements have now been signed in Primorye. They are utility networks reconstruction in Bolshoy Kamen, Fokino, Mikhailovsky, Partizansky, Spassky, Khasansky districts, a cinema renovation and a ski base reconstruction in Arsenyev, as well as one PPP agreement - development of the Orlinoe hunting farm in Shkotovsky district.
